During a meeting of the Executive Council of Dubai, Sheikh Hamdan Bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of the Executive Council of Dubai, approved the measures and announced plans to make Dubai the world’s best, most beautiful and most advanced city. The strategies include boosting employment opportunities by introducing thousands of new jobs, providing affordable schools for more than 100,000 students and developing more parks in the emirate, and plans to develop sports talent.
Introducing Public Parks in Dubai
To increase public parks and green spaces across the city, Dubai’s Executive Council has approved an Dhs18.3 billion plan which includes over 800 projects, such as 310 new parks, upgrading 322 existing parks, creating 120 new open areas, adding greenery along 70+ roads, and launching 14 tech-based projects.
The plan aims to triple the number of trees, boost annual park visits in Dubai by 2040 and expand green areas 187 kilometres using 100% recycled water for irrigation. This initiative aims to make sure 80% of residents live within a 5-minute walk of a local park and can reach a larger district park within a 10 minute bicycle ride, promoting a healthier lifestyle in Dubai.
“Dubai is the best and the most beautiful city in the world, and we want it to be the most advanced, sustainable, and attractive by setting the global standard for future cities that balance human wellbeing and urban resilience.” Said Sheikh Hamdan.
Making Dubai World’s Leading Sports Hub
To establish Dubai as the world’s leading sports hub, the Dubai Council has approved the sports strategic plan 2033. The plan focuses on attracting international events, supporting sports clubs, developing talent and encouraging public participation in sports, which includes 19 programmes and 75 initiatives across 17 priority sports serving everyone in society, with a special focus on youth and people of determination.
Sheikh Hamdan said, “Sports has become a fully fledged industry and a promising field of investment in Dubai.”
He also said, ‘We are developing sports opportunities for our youth to excel in and preparing the next generation to represent the UAE at international events through a strategic plan for Dubai’s sports sector.’
Expanding New Job Opportunities
Dubai’s Executive Council has announced an ambitious initiative called Aviation 33, aimed at preparing the city’s aviation sector for the future by developing skills, fostering technological innovation, and maintaining world-class airport operations at Dubai’s airports, including Al Maktoum International Airport. The plan includes more than 15000 job opportunities, over 4000 training and skill-building programmes, and the establishment of 30 plus strategic partnerships with aviation companies; it focuses on increasing Emirati participation in leadership and operational roles.
Sheikh Hamdan stressed, “Dubai hosts one of the largest aviation hubs in the world and continues to strengthen its position as an internationally competitive centre of the industry.”
New Affordable Schools
Dubai is devoted to providing high-quality education as part of its Dubai Education Strategy 2033. To support this initiative, the Executive council announced a new policy to increase the number of affordable, high-quality schools. Under this policy, around 60 new affordable schools are expected to open in the emirate by 2033 providing 120,000 additional seats. The government will offer benefits such as reduced fees and lower land leasing costs to encourage investors to establish new affordable private schools.
Early Detection Healthcare Services
The initiative to enhance early detection healthcare services in Dubai, making it one of the 10 cities in the world for healthy life expectancy and reducing chronic diseases.
The project aimed to increase early detection of colon cancer by 40%, expand vaccination services by 50%, achieve more than 90% patient satisfaction and reduce waiting times for early detection appointments to 7 days or less.

Financial Help
The Executive council also introduced the Financial Restructuring and Insolvency Court Project to focus on financial reorganisation and bankruptcy cases, delivering efficient and unbiased justice.
The project aims to attract investments in Dubai, help businesses and traders manage and settle their debts, prevent asset liquidation and protect the rights of creditors through restructuring, debt repayment plans, and maintaining continuity, ensuring equitable treatment.
